CHANGES TO THE TIME OF CARE DESIGNATIONS FOR CHILD CARE |

Effective July 1, 2004, the times of care designations for Evening/Weekend care are redefined.
Child Care Policy Manual Section 1225.030.00 currently designates evening care within the hours of hours of 6:01 p.m. and 5:59 a.m. and weekend care between 6:00 a.m. Saturday morning to 6:00 p.m. Sunday evening. Policy is revised to reflect the new evening and weekend care designations as follows:
Child care contracts for licensed providers were previously revised to include the revised time designations (refer to IM #44 or DC04-48. dated 05/12/2004). Licensed providers received their new contracts in April and May. The new contracts are effective July 1, 2004. The FAMIS generated provider registration forms, FA 350 and FA 351 are revised to reflect the new evening/weekend time designations. Hard copy versions of the provider registration forms, IM 91 and IM 91A are in the process of revision. A separate memorandum will be distributed when the hard copy forms are available for distribution on the Intranet. FAMIS GENERATED FORMS AND NOTICES: The revised FA 350 and 351 were generated to providers on June 30 2004. Because FAMIS sends provider registration renewal forms to providers two months before their registration is due to end, the first group of providers receiving the revised FA 350 and 351 have a registration end date of August 31, 2004. All child care providers were notified of the times of care changes on the message page of their June 20, 2004 FAMIS invoices (FA 581). This message will appear on the FAMIS invoices for at least the next two months. A copy of the invoice notice Registered Providers are not required to complete new registration forms in order for FSD to implement the new time of care designations. LOCAL RESPONSIBILITY: Evaluate child authorizations and parent schedules at the first contact with the parent after receipt of this memorandum. First contact may be at eligibility unit recertification, interim contact for changes in other IM/FS programs, or when any change is made to the existing child authorization, such as a change in providers. Modify the existing child authorization to reflect this change in policy. Local CD/FSD staff is not required to send Adverse Action notices (IM-80) to families regarding this change. Parents and child care providers receive a FAMIS generated notice informing them that the child’s authorization was changed. Documentary evidence of the parent’s schedule for each reason for care is required to establish the units and time of day for the child’s authorization. REMINDER: Authorizing children for 23 or more full time units of care for daytime and for evening care is not permitted without approval at the County Manager. Authorizations for one full month of care during the daytime and evening hours, 23 full time days and 23 full time evenings, constitutes 24-hour child care, which is rare and unusual. (Child Care Manual Section 1220.025.05) Children that attend care less than full-time (23 units) must be authorized at the appropriate level based on the parent’s schedule. Example: The parent’s only eligible need component for child care is part-time evening employment with a work schedule from 6:00 p.m. to 8:30 p.m. on Mondays, Wednesday and Fridays. The parent has a ten-minute travel time before and after care. This results in daily care of less than three hours of care (half-time unit) per day for three days per week. Three half-time units per week are equal to 13 half-time units per month. (3 half-time units per week x 4.333 = 12.99 units, rounded to 13 half-time units per month). Since the care begins or ends within the evening care designation, the 13 half-time units per month are evening units. |
