The Family Support Division (FSD) is required by law to offer the opportunity to register to vote. FSD staff members are required to offer the same degree of assistance to individuals in completing the voter registration application forms as is offered to individuals in completing other agency forms, unless they refuse such assistance (refer to 2100.030.00 Form Completion Assistance).
If an individual requests a Missouri Voter Registration Application be mailed, staff will print from the Voter Registration page on the FSD Intranet. Individuals can also apply through the Missouri Secretary of State’s office by starting at mydss.mo.gov and clicking Register to Vote under Resources at the bottom of any page on the site.
Voter registration services must be made available to all public assistance participants and applicants. This includes all members in a household who could register to vote. Voter registration services are to be made available at all contacts (including home visits and telephone calls) for:
- application for any Income Maintenance (IM) program, including Child Care (CC) and Supplemental Nutrition Assistance Program (SNAP) recertifications
- SNAP mid-certification reviews, Temporary Assistance (TA) reviews, MO HealthNet (MHN) renewals; and
- a change of address report
NOTE: Offer to send voter registration applications with the participant for other individuals listed in the household who may want to register to vote but are not physically present in the FSD location.
Voter registration services must also be made available for non-applicants who come into an FSD location and request voter registration services.
Refer to Section 2100.020.70 Out-of-State Residents for special procedures for out-of-state residents.
Do not deny anyone the right to complete and submit a voter registration application form. Election officials will determine if eligibility requirements are met.
When an authorized representative (AR) makes an application for benefits, offer voter registration services to the AR. If the AR chooses, s/he may take a Missouri Voter Registration Application to the participant/applicant as well.
When any of the following forms are sent, the Missouri Voter Registration Application is also systematically mailed:
- TA Eligibility Review Form (FA-202)
- MO HealthNet Annual Renewal (Non-MAGI) (FA-402)
- MO HealthNet Annual Renewal (MAGI) (IM-1U)
- CC Reapplication/Review Form (FA-502)
- Notice of Expiration of SNAP Benefits (FA-520)
- SNAP Mid-Certification Review Form (FA-545)
Note: Only one Missouri Voter Registration Application generates to a household on a specific day.
If a participant mails in their Missouri Voter Registration Application and later comes into the FSD location, he or she must be offered another Missouri Voter Registration Application during the visit. However, if a participant brings a Missouri Voter Registration Application with them to a location, do not offer the participant another Missouri Voter Registration Application on that visit.
The application form can be completed and mailed to an FSD location either with or without an application for assistance. Enter information from the voter registration application in ITrackRS if returned by mail. Enter the individual’s name in ITrackRS if it is an in-person application, recertification, review, renewal, or request for voter registration services.
