Foster Care individuals are considered boarders. The EU elects whether or not the individual is included in the Food Stamp EU. However, they differ from other boarders in two ways:
- if included as an EU’s member, count their entire foster care payment as unearned income; and
- the reasonable compensation evaluation is not necessary to qualify them as boarders.
