A Negative Balance Report is generated to identify and monitor possible overpayments of claims. Claims and Restitution Unit staff review the report and refunds are issued when necessary. For an overpayment to be refunded, the participant must have actually paid the amount in cash, SNAP benefit recoupment, Treasury Offset Program (TOP) or voluntary repayment of SNAP benefits from EBT. If the negative balance is created by a compromise or offset, the difference is not refunded.
When the household is issued a refund, designated staff generate a notice. If the household has an active EBT card, SNAP benefits are issued. If the household does not have an active EBT card, a check is issued for the refund.
