MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual

0815.010.00 Applications for Claimants Not Currently Receiving MO HealthNet

If an institutionalized individual or his/her spouse with whom he/she is residing, or was residing with prior to institutionalization, is not currently receiving MO HealthNet (MHN), an application must be completed. Family Support Division (FSD) must:

  1. Obtain a valid MO HealthNet application.

    Note: Participants requesting vendor coverage would follow all MHN application policies regarding requesting benefits and signing the application. These policies are outlined in the MAGI Manual, beginning with section 1802.000.00 Applications.

  2. Verify that the preadmission screening (DA-124) has been completed and that the participant is medically certified for the appropriate level of care (if the participant is entering or has entered a MO HealthNet (MHN) certified bed in a nursing facility). See 0815.020.05 Verification of Medical Certification and additional information available in staff resources.
  3. Determine if the participant meets all of the December 1973 eligibility requirements for Permanently and Totally Disabled (PTD), Aid to the Blind (AB), or Old Age Assistance (OAA).
  4. For children under age 18 who do not qualify under MO HealthNet for Disabled Children (MHDC), determine eligibility based on MO HealthNet for Families (see 1810.000.00 MO HealthNet for Families (MHF)) criteria, or MO HealthNet for Kids (see 1830.000.00 MO HealthNet for Kids (MHK) – Non-CHIP Coverage). 

Note: Children institutionalized temporarily who are eligible at this level of care, will be immediately dis-enrolled from Managed Care.
