Participants with resources in excess of the resource limit can choose to make voluntary payments to MO HealthNet Division (MHD) to decrease countable resources and debt to the state as a result of receipt of MO HealthNet.

A participant must contact MHD Cost Recovery Unit to discuss voluntary payments. Participants can call 573-751-2005.

NOTE: Do not give case specific advice regarding estate recovery.  Encourage participants and/or representatives to contact MO HealthNet Division.

NOTE: MHD CANNOT accept real property or personal property for voluntary repayment.

EXAMPLE: Tori has active MHABD coverage. She moves into a vendor facility in December 2019. She is no longer able to maintain her rental property and it becomes a countable resource. She lists it for sale for the fair market value of $80,000. The rental property is now excluded from counted resources as she is making a good faith effort to sell it.

In September 2020, Tori sells the rental property for $80,000. The $80,000 is not a countable resource during September (the month it was converted from a real property to a liquid resource). It becomes a countable resource beginning in October 2020. That month, Tori’s authorized representative contacts MHD to discuss making a voluntary payment to MHD to maintain her eligibility. The $80,000 payment is applied to the amount MHD has paid for Tori’s vendor coverage and any Estate Recovery claim on Tori’s estate after her death.
