IM-113 06/19/01  SHORTENING FOOD STAMP CERTIFICATIONS/INSUFFICIENT INFORMATION

SHORTENING FOOD STAMP CERTIFICATION /INSUFFICIENT INFORMATION
 
DISCUSSION:
Regulatory changes effective June 1, 2001, require action be taken to close a food stamp case when a change is reported with unclear or insufficient information to determine the impact on the household's benefits.  Do not shorten the certification period using the Notice of Shortened Certification/Expiration of Food Stamp Benefits (IM-32A).

Prior to closing the case the assistance group must be told in writing what action they are required to take.  When a change is reported with unclear or insufficient information to determine the impact on the household's food stamp eligibility and benefit level, send the household a Request for Information (IM-31A) listing the information needed to process the change.  If the household fails to provide, or the worker is unable to obtain the required information, send a Notice of Adverse Action (IM-80) to close the case.  Close the case the month following the month in which the IM-80 expires. 

Changes to the Food Stamp Manual are forthcoming.

 
NECESSARY ACTION:
  • Review memorandum with all appropriate staff.
  • Effective June 1, 2001, do not shorten certification periods.
  • After advising the household in writing of information needed, take action to close a case.
