Entire applicant household active

If the entire applicant household is active in another food stamp household at the time of application or received food stamp benefits in another state for the month of application but would be expedited eligible, show the household as not expedited eligible on FEXP using the reason "other."  This household is not eligible for food stamps in their own right until they are removed from the other food stamp household or their case is closed in the other state.  If the household is eligible to receive food stamp benefits in the month following the month of application, determine eligibility for expedited service for that month.  If the household qualifies, issue expedited benefits through FISU with the following entries:

• Change "2nd MONTH" field from "N" to "Y."

• Enter "EXPEDITED" field "Y." 

• Enter the date of application or the date change is known in the "APPL/DISC DATE" field.

Some applicant household members active

If the applying household contains members who are active in another food stamp household, screen the household for expedited service.  Issue benefits for the household members who are not active in another household, either for the month of application or the month following the month of application, as appropriate. 

Manual Revision

The Food Stamp Manual is being revised to incorporate this clarification as well as other upcoming changes to food stamp expedited policy.  You will be notified when the revisions are completed.

• Discuss this memorandum with all appropriate staff. 

• Do not issue expedited benefits for second month cases when in another household until the members are removed from the household.  Consider the date the household members were removed as the date of discovery. 

• Issue expedited benefits for members of applicant households who are not active in another household at the time of application.
