DISCUSSION:
In order to comply with changes in the Food Stamp Regulations,  the automated Notice of Expiration (NOE) is revised.  Listed below are the changes made to the automated NOE (IM-32A):
  • Households are informed an application may be faxed to the local DFS office.  Staff must date-stamp the date the application is filed using the date the faxed food stamp application is received at the DFS office.  If a faxed application is received after normal business hours, show it as received the following business day.
  • A statement is added notifying households an interview must be completed and failure to complete an interview may result in delay or denial of food stamp benefits.  The interview may be done by telephone or in-person according to appropriate policy.
  • A statement is added to notify households it is their responsibility to reschedule a missed interview.
A copy of the revised automated (IM-32A) NOE is attached to this memorandum.  Remove the automated IM-32A (08/17/00) and instructions from the IM Forms Manual and replace them with the revised automated (IM-32A) NOE (07/01/01) and instructions.

Also revised are sections 1130.020.05 and 1130.030.25 of the Food Stamp Manual.  Upon receipt, please file the revised pages in the hard copy of the Food Stamp Manual.
 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Remove the automated IM-32A (08/17/00) and instructions from the IM Forms Manual and replace them with the revised Automated IM-32A (NOE) (07/01/01) and instructions.
  • File the revised pages of the Food Stamp Manual.
