ELECTRONIC REFERRAL OF TEMPORARY ASSISTANCE PARTICIPANTS TO DIVISION OF WORKFORCE DEVELOPMENT; FORMS MANUAL REVISION #32
DISCUSSION:
The electronic referral of Temporary Assistance participants to Division of Workforce Development (DWD) for training and employment related services as described in Memorandum IM-12 dated 02-06-02 is available in the IMU5 and JOBS system effective November 4, 2002. The electronic referral can only be used the first time a Temporary Assistance recipient enters their four weeks of job search.  All other referrals for a recipient are made manually using Referral and Transmittal (IM-311) form.  DO NOT use electronic referral for applicants.

The new work requirement codes to refer an individual to DWD are:

D - Mandatory Referred to DWD
W - Volunteer Referred to DWD
NOTICES TO WORKERS AND LETTERS TO PARTICIPANT

County DFS staff will receive a system-generated notice to use in determining necessary action with the participant.  Some notices have been revised since memorandum IM-12.  The following are notices that will be generated under report number FJBDY105 and letters that will be sent to the individual informing them to contact DFS within ten (10) days:

  • Notice #17-Started Job Readiness/Job Search activities
    • Letter-None
  • Notice #13-Failed to attend an orientation or respond to call-in letter
    • Letter TA-31-Failed to attend an orientation or respond to call-in letter
  • Notice #10-Failed to complete job search
    • Letter TA-28-Failed to complete job search
  • Notice #14-Failed to report to job interviews
    • Letter TA-29-Failed to report to job interviews
  • Notice #12-Failed to accept an offer of employment
    • Letter TA-30-Failed to accept an offer of employment
  • Notice #16-Completed Job Readiness/Job Search - Employment NOT obtained
    • Letter TA-32-Completed Job Readiness/Job Search - Employment NOT obtained
  • Notice #18-Began last two weeks of Job Search
    • Letter-None
  • Notice #15-Obtained employment
    • Letter-None
Notices generated to DFS staff have action steps to take to resolve non-compliance or report completion of DWD activities.

Copies of notices and letters are attached to file in the forms manual.  List each TA letter and the corresponding notice in the Forms ManualTable of Contents between SSN-1 and TPL-1.

Remember to update the JOBS system to reflect action being taken.  This may include:

  • opening Job Readiness component 05 or Job Search component 07 when notice #17 or #18 is received by DFS staff that DWD has started working with the participant,

  •  
  • putting the individual into conciliation when notice #13; #10, #14, or #12 is received by DFS staff that the participant failed to comply a work activity with DWD or

  •  
  • entering employer information when employment is obtained as a result of notice #15.
Success of this process will be determined by the collaboration between DWD and DFS.  Staff are encouraged to make referrals to DWD to utilize their services when it is the appropriate time for a participant to do job readiness training and job search.  This is a decision made by the case manager and participant at any point in time.
NECESSARY ACTION:
  • Review this memorandum and IM-12 dated 02-06-02 with appropriate staff.

  •  
  • Effective immediately begin using the IMU5 or JOBS system to make referrals to Division of Workforce Development for training and employment related services.

  •  
  • Make pen and ink changes to current IMU5 and Case Management Code Sheets for the new codes of D and W until code sheets are updated on the Intranet.

  •  
  • File attached notices and letters in the Forms Manual and update the Table of Contents.
