ELIMINATION OF EBT PHOTO REQUIREMENT
DISCUSSION:
Effective November 15, 2002, the EBT photo requirement is eliminated.  The following changes are made to support this revision of policy:
  • Edits requiring an EBT photo or photo exemption code are removed from Legacy and FAMIS.
  • On the FAMIS Application Detail screen (FM13), "Photo" is removed from the Card Needed field.
  • No photo is taken and no exemption code is entered on EBTU.
  • The Photo Exempt and Photo Sent fields are removed from EBTU/EBTI for the head of household and alternate payees.
  • PF keys for photo information are removed from EBTU/EBTI.
  • The Temporary Assistance Pended Payments Error Reports (ESDMY004-01 and ESDDY005-01) are discontinued effective 11/18/2002.
Legacy Food Stamp and Temporary Assistance cases

Workers should still set up the EBT record following current procedures to ensure the data entered applies to the household's situation, to enter a language preference, and/or to add alternate payees, as necessary.

If an EBT record is not set up, EBTU populates the following fields on the head of household screen with default values:

  • Mailing - C (Client),
  • Living Arrangement - RA (Residential Address), and
  • Language - E (English).
FAMIS Food Stamp cases

Workers only have to access EBTU if the mailing field for the head of household or the alternate payee is incorrect.  FAMIS collects specific information that is used by FAMIS and EBTU.  Information collected in FAMIS is populated in EBTU online for some fields.  Other fields are populated online with default values.

  • Mailing - defaults to C (Client),
  • Living Arrangement - populated by FAMIS from the living arrangement field,
  • Language - defaults to E unless another code is entered in FAMIS, and
  • Alternate payee information - all fields are populated by FAMIS from the Representative screen except the mailing field.
Do not change any code other than mailing in EBTU for FAMIS food stamp cases.  Any changes must be entered in FAMIS.

Cameras

Leave EBT cameras in place.  Further instructions will be given at a later date.

The online Food Stamp Manual is being revised and will be available upon completion.
