DISCUSSION:
Effective 06/01/2002, do not suspend categorically eligible cases of three or more persons whose net income exceeds the categorically eligible income maximum.  Reject the case if it is an application.  Close the case if it is currently active and a change causes the net income to exceed the categorically eligible issuance table maximum.
NOTE:  This only applies to categorically eligible households with three or more household members.  Categorically eligible households with one or two members are always entitled to at least $10.00 in food stamp benefits, unless the initial month prorates to less than $10.00.
No action is being taken at this time on cases currently in suspended status.  These cases will remain in suspended status until the certification period expires.

Continue using case action code 09 in FSU5 Field 06 for currently suspended cases to reinstate the household if eligibility to receive benefits changes.

Beginning June 1, 2002 FBCA will no longer display the messages "ELIGIBLE FOR ZERO BENEFITS" and "ELIG/SUSPEND" for categorically eligible households with three or more members whose net income exceeds the categorically eligible issuance table maximum.  FBCA will show these cases as ineligible.

As of the effective date, do not use case action code 11 in FSU5 Field 06.  If code 11 is attempted, the screen displays the message "CANNOT SUSPEND - USE 02 TO REJECT/03 TO CLOSE".

The online Food Stamp Manual is revised at this time.  A hard copy is not being distributed.

NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Reject or close categorically eligible households of three or more persons whose net income exceeds the maximum income eligibility level.
