On August 3, 2002, information contained
on the Food Stamp Disqualification screen (FDTU) will be converted to the
Sanction/Disqualification screen (FMAM) in FAMIS. Effective August
5, 2002, staff statewide regardless of conversion to FAMIS will begin using
the Sanction/Disqualification screen to inquire on, add, update, or delete
disqualifications that were previously in FDTU. Beginning Monday,
August 5th through Tuesday, August 6th all county offices must print every
action taken in the Sanction/Disqualification screen and store them in
a daily transaction file. This file establishes easily accessible
back-up information in the event of a system error or shut down.
The federal DQ file will also be entered into FAMIS monthly. The current Food Stamp system (Legacy) will interface with FAMIS to determine if an individual is disqualified for counties continuing to work in Legacy. The Legacy system will continue to identify disqualified individuals and make adjustments accordingly. Staff whose county or caseload is not yet converted to FAMIS for the Food Stamp Program will enter only disqualifications that are currently entered in FDTU into the FAMIS screen. This includes Intentional Program Violations (IPV), receipt of multiple benefits, purchase of a controlled substance and trafficking. All other sanctions and disqualifications will still be entered in FSU5. After a county or caseload is converted to FAMIS for the Food Stamp Program, all sanctions and disqualifications will be entered into FAMIS on the Sanction/Disqualification screen. Included with this memorandum is the manual revision for the disqualification policy. The Legacy Food Stamp Manual sections 1145.000.00 - 1145.045.00 are revised to clarify the disqualification policy. A hard copy of the manual revision is being printed. User guides were written to provide step-by-step instructions for entering, updating, and ending sanctions and disqualifications in FAMIS. The user guides are available on the Intranet in the FAMIS User Guide July 2002 section. |
