Statewide, 19 CAA agencies service all Missouri counties (See attached map containing agency names and phone numbers). This information is also accessible on the DSS Web Site at https://dss.mo.gov/dfs/liheap.htm.

CAAs will have access to system information to assist with the eligibility determination process as well as collection of past client information.

Application for EA is available through "OneForm" and can be accessed by going to the following web site: http://www.oa.mo.gov/gs/form/fm_indiv.htm#dssfam.

Households applying for or receiving EA benefits may appeal any decision of the CAA.  The CAA will have IM-87's available for the household to complete if requested.  The CAA will forward the IM-87 and the necessary documentation to the FSD County Office.  The FSD County Office will forward the request in the normal fashion to the appropriate Division of Legal Services, Administrative Hearings Unit (AHU).

Community Action Agencies will begin application mail outs October 1, 2003 and complete by November 30, 2003.  Walk-ins will be accepted October 20, 2003.

Refer all questions regarding these changes to Energy Assistance Program and Policy.

• Discuss this memorandum with all appropriate staff; 
• Refer all individuals interested in applying for Energy Assistance benefits to the appropriate CAA and to available Internet resources; 
• Establish local procedures to ensure IM-87's related to EA are forwarded to the appropriate AHU; 
• Refer questions to EA Program and Policy.
