DISCUSSION: |
Effective immediately, a new action, Worker
Initiated No Change (WINC), is added to FAMIS. This action only occurs
in rare situations. If a new EU member is being added to a food stamp
EU, fails for the first month, and the cumulative actions for the next
month result in a decrease in benefits or closing, the worker disregards
the actions. The WINC action is set by FAMIS when the worker disregards
the action. This allows the individual to be added in the system,
but prevents additional benefits from being issued for which the EU is
not eligible.
EXAMPLE: Ms. A is a new member in Mr. B's EU in October 2003. Ms. A received benefits in Kansas for October 2003 and fails for duplicate participation (DPA). Ms. A has income that causes the food stamp benefit to decrease for November 2003. However, this change is not required to be reported and is not required to be acted upon. The worker disregards the actions. Ms. A must be added to the EU to show she is a part of the EU, but the benefits cannot be decreased, so FAMIS sets the WINC action for November 2003.The WINC action can be seen on the Eligibility Unit Log (FM40) screen, the Select Authorization (FM3G) screen, and the Action Authorization (FM3H) screen. |
