10 CHARACTER DCN FOR ADMINISTRATIVE TERMINAL AND EBT SYSTEM OUTAGE
DISCUSSION:
Effective February 22, 2003, the Missouri Administrative Terminal requires a 10 character (byte) DCN, rather than the current 8 bytes.  Type two leading zeros in front of the DCN in any field in the Administrative Terminal that requires the DCN.  An error message displays if the two lead zeros are not entered.

There will be an EBT system outage on February 22, 2003, between the hours of midnight and 5:00 a.m. to perform the system conversion process.  Emergency vouchers for food stamp transactions will be in effect up to $40.00.  Cash transactions cannot be completed until the system is available.

This change requires that a new version of the Administrative Terminal be installed on your PC after the case number conversion process is completed on February 22.  Complete the following steps to download and install the new version:

  • The first time you attempt to logon to the Administrative Terminal after February 22, the following message displays:  "A different version of the application is available.  You must install it to continue."  Click the "OK" button.
    NOTE:  Since the download is not optional, if the "CANCEL" button is selected, the Administrative Terminal shuts down. 
     
  • When "OK" is chosen, the downloading of files begins and a "Download in Progress" dialog box appears.
  • When the download is complete, a "Welcome!" dialog box appears with the message "This program will install the Missouri Administrative Terminal.  Press the OK button to start the installation.  You can press the Cancel button if you do not want to install this software."  Click the "OK" button.
    NOTE: Since the download is not optional, if the "CANCEL" button is selected, the Administrative Terminal shuts down. 
     
  • The new version of the Administrative Terminal installs on your PC.  The logon screen displays when the installation is complete.
  • Logon to the Administrative Terminal using your user ID and password as normal.  Enter the 10 byte DCN when entering a DCN.
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Explain the EBT outage to participants who contact the county office regarding the availability of the EBT system.
  • When accessing the Administrative Terminal after February 22, download and install the new version of the Administrative Terminal. 
  • After the new version is installed, type two leading zeros in front of the DCN in any field in the Administrative Terminal that requires the DCN.
