DISCUSSION:
When reinstating suspended individuals on an active TMA case, it is not necessary to reenter the date in field 32 as indicated in the above referenced memorandum.

Changes in procedures effective April 2003 referenced in the above memorandum pertain to those TMA cases where individuals are suspended rather than the case.  For the TMA cases suspended prior to April 2003, use the old procedures for reinstating to TMA.

When entering a transaction to take a MAF case to TMA, staff should enter a new 77% FPL budget for the total number of persons in the assistance group (parents and children) which reflects ineligibility for MAF.  This budget should remain in the system on the TMA case until it is necessary to enter the "4" in field 38a and a 100% FPL budget is required based on information from the last quarterly report.  Staff are to evaluate eligibility at 185% FPL based on the second and third quarterly reports, but these budgets are NOT entered.

Explore continued eligibility for the children active on a TMA case when the parents are in suspended status.  Do this by registering a separate MC+ application and evaluating the children's eligibility under MC+ for the appropriate level of care.  The level of care for the children should be changed to a Z (included) on the TMA case, to enable you to approve the MC+ case.  If ineligible for reinstatement to the TMA, the TMA should remain in the system with suspended individuals until the system closes it at the end of twelve-month TMA eligibility period.

Programming has been completed to allow address changes and removal of individuals on a TMA case with suspended individuals.

Sections 0910.025.00, 0910.25.10 and 0910.050.00 - 0910.050.20.25 of the Family Healthcare Manual has been revised to reflect the procedures addressed in memorandums IM-59 dated 04/24/03, IM-170 dated 12/16/02 and IM-46 dated 03/02.01.
