EXCLUDED FROM FOOD STAMP INCOME AND RESOURCES

INTEREST AND EDUCATIONAL INCOME EXCLUDED FROM FOOD STAMP INCOME AND RESOURCES
DISCUSSION:
Effective August 1, 2003, interest income and educational income are excluded from income and resources for the Food Stamp Program.

The following programming changes have been made to FAMIS:

  • the new income source code IN - INTEREST is added,
  • the existing income source code DI is adjusted to read DIVIDEND/ROYALTY, and
  • the following income type and source combinations are excluded from food stamp income for August 2003 and later eligibility determinations:
  • UI - IN - INTEREST
  • ED - JS - WIA (JTPA) STUDENT TUITION
  • ED - NA - FEDERAL FUNDED ASSISTANCE TIV
  • ED - N4 - STUDENT ASSISTANCE NOT TITLE IV FUNDED
  • ED - VE - VET'S EDUCATION ASSIST (NOT CC OR IM RELATED)
  • EI - WK - WORK STUDY - NOT TITLE IV FUNDED
  • EI - W4 - WORK STUDY - TITLE IV FUNDED
At the next eligibility determination, review any income with source code DI.  If the income is interest income, end the income effective July 31, 2003, and add the interest income using source code IN.  Use August 1, 2003 as the start date and the current date as the report date.

Existing educational income sources listed above are automatically excluded by FAMIS at the next eligibility determination if they were not already excluded.

There are no changes to Legacy programming.  Exclude interest and educational income from food stamp budgets.  Remove interest and educational income at the next case action.

The Food Stamp Manual will be updated with these and other income changes at a later date.  You will be notified when the manual is updated. 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Exclude interest and educational income from the Food Stamp Program.
