MASS ADJUSTMENT OF FOOD STAMP EUS WITH GAFP INCOME
DISCUSSION:
Effective August 1, 2003, all GAFP grants are reduced.  The GAFP cases were adjusted on July 19, 2003.  On July 26, 2003, a food stamp mass adjustment is being done for FAMIS food stamp EUs with GAFP income.  The adjustment will be done before the August regular monthly payroll runs.  Legacy EUs with GAFP income must be adjusted manually.

FAMIS PROCESS

FAMIS will automatically adjust the GAFP income and adjust the food stamp allotment if the GAFP grant amount currently in FAMIS matches the grant amount that was in IMU5 before the July 19 adjustment.  If the grant amount in FAMIS is different, the case will be listed on a report for worker review.

NOTE:  If there is more than one GAFP income source, FAMIS may adjust the food stamp allotment and list the case on the report for worker review.  Review the case to ensure both GAFP income sources are correct, and adjust the GAFP grant amount(s) and the food stamp allotment if necessary.
Disregarded Actions

The adjustment of the GAFP grant is considered verified upon receipt.  All actions that were disregarded during the certification period are taken if the GAFP grant is adjusted during the mass adjustment.  No adverse action notices are sent.

EUs in the Controlled Flow

For cases in the controlled flow, FAMIS adjusts the GAFP income. FAMIS does not take any case action until the worker completes the controlled flow.  Complete the controlled flow and authorize the actions as soon as possible.  When completing the controlled flow, review the existing GAFP amount and update if necessary.  A listing of cases set to RTA will be sent to the county office.

Manual Conversion List

FAMIS cases on the MCL are displayed on the Legacy listing, and are not automatically adjusted.

Notices

If there is a change in the food stamp allotment, the FA-150 and FA-151 are sent to the EU, notifying the EU of the allotment change and displaying the income used to determine the allotment.  If the food stamp allotment does not change, no notice is sent.

Reports

A report will be sent to the county offices listing FAMIS EUs identified by IM as having GAFP income but not adjusted.  Staff must review the information in IMU5 and manually adjust these food stamp cases.  All cases on the report must be reviewed, even if it appears that FAMIS has already adjusted the case.

LEGACY PROCESS

Legacy will not automatically adjust cases with GAFP income.  Report No. FFSSP317-02 CASES NOT ADJUSTED, listing Legacy EUs identified by IM as having GAFP income, will be sent to the county office.  Staff must review the information in IMU5 and manually adjust these food stamp cases.

NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Review the FAMIS report of cases requiring worker review and adjust the cases as necessary.
  • Review the Legacy report of EUs with GAFP income and adjust the cases as necessary.
