Effective August 1, 2003, the General
Relief (GR) Program is ended. On July 25, 2003, a food stamp mass
adjustment is being done for all food stamp eligibility units (EUs) with
GR income.

LEGACY MASS ADJUSTMENT During the mass adjustment Legacy reduces all GR grants to zero on active food stamp EUs for August 2003. Categorical eligibility is not reviewed by Legacy. A report is being sent to county offices to review categorical eligibility for EUs adjusted by Legacy. In Legacy the case action is 07 with reason 66, and the GR income, EU net income, and food stamp benefits are adjusted. These updates are displayed on FCAS and FPAR. EUs on the Manual Conversion List (MCL) in FAMIS The adjustment to end GR grants will run before the regular batch process is complete on July 25, 2003. Cases on the MCL are being adjusted by Legacy. Legacy adjusts the grant and calculates the food stamp benefits. After the mass adjustment the manual conversion list is being run. EUs in the controlled flow in FAMIS If an EU with existing GR income is in the controlled flow, an end date of July 31, 2003 for the GR income is entered during the mass adjustment. A new CE status of N beginning August 1, 2003 is entered to end categorical eligibility (CE) for individuals with the reason of GRP. These EUs remain in the controlled flow and the food stamp benefit amount is not adjusted by FAMIS during the mass adjustment. When completing the controlled flow in FAMIS, review the GR income, and ensure the GR income ended July 31, 2003. Review and update the categorical eligibility screen and update if necessary. Other actions in FAMIS Eligibility determinations completed in FAMIS on July 25, 2003 should have the GR income ended effective July 31, 2003 and a new CE code of N entered beginning August 1, 2003 for individuals with categorical eligibility due to GRP. If the GR income is not ended by the worker, the system enters a July 31, 2003, end date for the GR income and enters the new CE code of N for GRP categorical eligibility. The removal of the GR grant is considered verified upon receipt. All disregarded actions during the certification period are taken if the GR grant is adjusted during the mass adjustment. If the cumulative changes result in a decrease in food stamp benefits, an adverse action is created and the status is set to RTA. A listing of the EUs in RTA status is being generated and sent to staff. Review the EUs and authorize the action if appropriate. Notices If there is a change in food stamp benefits, a notice is sent to the EU. FAMIS EUs receive a FA-150 adjustment notice. If the food stamp benefits do not change, no notice is sent. The Missouri General Relief (GR) grant has ended. Because someone in your household received a GR grant, your food stamp benefits may have changed for August 2003. You have the right to a fair hearing if you feel the new food stamp allotment amount is incorrect or the Division of Family Services has misapplied federal laws or regulations regarding this adjustment. If you wish to request a hearing, please contact your local Family Services Office within 10 days of receipt of this notice.Reports A report is being sent to county offices of food stamp EUs adjusted by Legacy during the mass adjustment. Review the categorical eligibility and determine if the EU continues to be eligible. If the EU is ineligible, send an adverse action notice. |
