FAMIS DEPENDENT CARE INCOME AND EXPENSES
DISCUSSION:
Effective November 8, 2004, the implementation of the Temporary Assistance program in FAMIS results in some changes regarding dependent care budgeting.
  • FAMIS procedures for budgeting dependent care income and expenses when the dependent care provider is in the same supercase as the individual paying the expense are changed. A new field “Paid by Supercase Member” is added to the Income (FMX0) screen. A new field “Paid to Supercase Member” is added to the Dependent Care Expenses (FMXM screen). These fields are used when the individual paying the expense resides in the same Supercase as the provider.
  • The description for Income Source – CC is revised to say Child Care Self Employment, and is used for all child care self employment income.
  • The Income Source – CE - Child Care Self Employment - Child In Provider’s FS EU is eliminated.

Entering Dependent Care Income and Expenses

It is vital that correct procedures are followed and correct income sources and expense types are entered in order for FAMIS to track the income/expense and budget appropriately for all EUs involved.

Dependent Care Income

The amount of dependent care is entered as income for the dependent care provider’s EU as follows:

  • On the Income (FMX0) screen, type or prompt for the following:

    • Income Type – EI – earned income
    • Income Source – CC – Child Care Self Employment
    • Source Name – enter the name of the person who pays the income to the self employed child care provider, unless the dependent care income is paid by a supercase member. If the dependent care income is paid by a supercase member, leave this field blank and see the Paid by Supercase Member field.
      EXCEPTION: If the supercase member paying the dependent care does not have a DCN, type the name of the person paying in the Source name field, and record a comment.
    • Paid by Supercase Member – the DCN of the supercase member paying the dependent care if the individual is a supercase member

      NOTE: If the individual who pays the expense is not a supercase member, leave this field blank.

    • Begin date – the date the income source began
    • Report Date – the date the income was reported to FSD
  • Press enter to add the data.
  • Press F6=DETAIL to access the Income Amount (FMX3) screen, and enter the income amount information as for any other income source.

FAMIS determines whether the supercase member who pays the expense is also an EU member and takes the following action:

  • if the supercase member is also an EU member, the income is excluded from the food stamp, Child Care, and Temporary Assistance budgets; or
  • if the supercase member is not an EU member, the income is included in the food stamp, Child Care, and Temporary Assistance budgets.
  • EXAMPLE: Ms. A lives with her two children, Abby and Andrew, and Abby’s child Amy. Ms. A receives food stamp benefits for all four members, but receives Temporary Assistance for herself and Andrew only. She has applied for Child Care assistance for Andrew while she attends school in the evenings. Abby pays Ms. A $25 per week to care for Amy. The worker enters the income as source code CC for Ms. A, prompts for Abby’s DCN in the Paid by Supercase Member field, and enters the $25 per week on the Income Amount (FMX3) screen. The income for Ms. A is budgeted as follows:

    • On the Temporary Assistance and Child Care budgets, the $25 per week child care income ($108.33 per month) is included, because Abby is not in Ms. A’s Temporary Assistance or Child Care EU; and
    • On the food stamp budget, no child care income is budgeted as Abby is in Ms. A’s food stamp EU.

Dependent Care Expense

The amount of dependent care is entered as an expense for the EU with the person paying the dependent care as follows:

  • On the Dependent Care Expenses (FMXM) screen, type or prompt for the following:

    • Type – DC - Care for Supercase Member,
    • Child/Adult – prompt for the dependent for whom the expense is paid,
    • Amount, Frequency, Begin, and Verification – enter the appropriate information, and
    • Paid to Supercase Member – the DCN of the supercase member who is receiving the dependent care payment if the individual is a supercase member

      NOTE: If the individual to whom the expense is paid is not a supercase member, leave this field blank.

  • Press enter to add the data.

FAMIS determines whether the supercase member to whom the expense is paid is also an EU member and takes the following action:

  • if the supercase member is also an EU member, the expense is excluded from the food stamp, Child Care, and Temporary Assistance budgets; or
  • if the supercase member is not an EU member, the expense is included in the food stamp, Child Care, and Temporary Assistance budgets.
    EXAMPLE: Ms. B lives with her two children, Bart and Betty, and Bart’s child Ben. Ms. B receives food stamp benefits for all four members. Bart receives Temporary Assistance for himself and Ben only. Bart pays Ms. B $25 per week to care for Ben. The worker enters the child care expense on the Dependent Care Expenses (FMXM) screen for Bart as type code DC, enters the $25 per week expense, and prompts out for Ms. B’s DCN in the Paid to Supercase Member field. The expense for Bart is budgeted as follows:
    • On the Temporary Assistance budget, the $25 per week child care expense ($108.33 per month) is included, because Ms. B is not in Bart’s Temporary Assistance EU; and
    • On the food stamp budget, no child care expense is budgeted as Bart is in Ms. B’s food stamp EU.
 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Begin using these procedures on November 8, 2004.
