SUBJECT:
TEMPORARY ASSISTANCE INCOME IN FAMIS
DISCUSSION:
With the implementation of Temporary Assistance in FAMIS, changes are made to:
  • the procedure by which Temporary Assistance income is entered in FAMIS,
  • the manner in which Temporary Assistance income is displayed on income and budget summary screens, and
  • the description for income source code RP.

These changes are effective November 8, 2004, with the conversion of the Temporary Assistance case into FAMIS or Temporary Assistance application taken in FAMIS. Until the Temporary Assistance case is converted, follow current procedure for entering Temporary Assistance income (C1-C6 source codes) in the Income (FMX0) screen.

Entering Temporary Assistance Income

Once a Temporary Assistance case is active in FAMIS, the Temporary Assistance grant is automatically included by FAMIS on all FAMIS budgets, but is no longer seen on the Income (FMX0) screen. The worker does not make an entry regarding Temporary Assistance income on the Income (FMX0) screen when the EU is receiving Temporary Assistance benefits through FAMIS.

  • The Temporary Assistance income source codes (C1 through C6) are entered by staff only when the Temporary Assistance case is active in Legacy.
  • The income source code WS - WELFARE PAYMENTS FROM ANOTHER STATE is used when the EU received TANF benefits from another state for the budget month.

    NOTE: Entering an income source code C1 through C6 or WS on the Income (FMX0) screen when the Temporary Assistance case is active in FAMIS results in the Temporary Assistance income being budgeted twice.

Conversion to FAMIS

During the process of converting the Temporary Assistance case to FAMIS, end date the existing C1 – C6 income source on the Income (FMX0) screen in the controlled flow. Use the last day of the previous month as the End Date, and the Reason End code CV. FAMIS automatically budgets the Temporary Assistance grant beginning with the month of conversion.

Displaying Temporary Assistance Income

Once a Temporary Assistance case is active in FAMIS:

  • the current Temporary Assistance grant does not display on the income screens (FMX0 Income, FMX3 Income Amount, FMX2 Select Income, FM33 Income Summary Detail),
  • the Temporary Assistance income is displayed in a new field, the “UI TA Benefit” field, on the Budget Summary screens (FM4A for food stamps, and FM3T for Child Care),
  • the Temporary Assistance grant amount is not included in the “Unearned Income” field on the Budget Summary screens, and
  • the “Gross Unearned” field displays the sum of the amounts in the “UI TA Benefit” and “Unearned Income” fields.

Income Source Code Description Change

The description for income source code RP is changed to REDUCTION-REFUSAL TO COMPLY WITH PROGRAM REQ. Staff must continue to enter this income source on the Income (FMX0) screen when a Temporary Assistance case is sanctioned and the higher grant amount is to be budgeted for food stamps, even when the Temporary Assistance case is active in FAMIS. This income is excluded for the Child Care EU.

EXAMPLE: Ms. A is sanctioned on Temporary Assistance for refusing to complete work requirements for Temporary Assistance case management. Her Temporary Assistance grant is reduced from $234 to $175. FAMIS enters $175 on the food stamp and child care budgets. The worker must enter income source RP on the Income (FMX0) screen in the amount of $59. The Food Stamp Budget Summary (FM4A) screen shows UI TA Benefit amount of $175, the Unearned Income amount of $59, and Gross Unearned amount of $234. The Child Care Budget Summary (FM3T) screen shows UI TA Benefit amount of $175, the Unearned Income amount of $0, and the Gross Unearned amount of $175.

 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Do not enter Temporary Assistance on the Income (FMX0) screen when the Temporary Assistance case is active in FAMIS.
  • Continue using income source codes C1-C6 when the EU receives Temporary Assistance payments through Legacy and WS when the EU receives welfare payments from another state.
  • Continue entering income source RP – REDUCTION-REFUSAL TO COMPLY WITH PROGRAM REQ when a Temporary Assistance case is sanctioned, even when the Temporary Assistance case is active in FAMIS.
