DISCUSSION:

The Food Stamp Guide to Immigrant Eligibility is revised and two flowcharts are developed to assist staff with the work registration (METP) non-compliance with DWD.

Guide to Immigrant Eligibility

The Food Stamp Guide to Immigrant Eligibility ( pdf file ) is updated with the following changes:

Cuban/Haitian is added to the description for Entrant (ENT) status under immigrant status;
“Granted Conditional Entry(CON), or Parolees (PAR)” is added to the chart under immigrant status in the same section as Battered Immigrant (BIM) and Lawful Permanent Resident (LPR);
“Child Under 18” is added to the section under “Unless” for Battered Immigrant (BIM), Lawful Permanent Resident (LPR), Granted Conditional Entry (CON), or Parolees (PAR); and
“Micronesians and Residents of Marshall Islands (MCR)” is added to the chart; and the Legacy Guide to Immigrant Eligibility is removed.

To access the Food Stamp Guide to Immigrant Eligibility, complete the following steps:

go to Family Support Division (FSD) Intranet site;
- choose Food Stamps to view the Food Stamp Unit page;
- under 'Information', click on Food Stamp Guide to Immigrant Eligibility
OR
- click on Manuals & Memos (under 'Quick Links');
- under the subject 'Manuals', click on Food Stamps;
- scroll down the Table of Contents and click on 1105.099.00 APPENDIX C-FOOD STAMP GUIDE TO IMMIGRANT ELIGIBILITY;
- click on the Food Stamp Guide to Immigrant Eligibility link.

Work Registration (METP) Non-Compliance Flowcharts

The DWD Sanctioning Process ( pdf file ) flowchart and the EU Member Wishes to Comply After Being Sanctioned () flowchart are developed to assist staff with understanding the process when DWD sends non-compliance information to FSD and when an EU wishes to comply with DWD after being sanctioned. Refer to Food Stamp Manual 1105.025.30 Work Registration (METP) Noncompliance through 1105.025.55 Work Registration (METP) Noncompliance Sanctions for policy and procedures.

To access these flowcharts, complete the following steps:

go to Family Support Division (FSD) Intranet site;
click on Food Stamps and the Food Stamp Unit page appears;
under 'Information', click on the desired flowchart (DWD Sanctioning Process or EU Member Wishes to Comply After Being Sanctioned) and the selected flowchart appears.

NECESSARY ACTION:

Review this memorandum with appropriate staff.
