DATE OF DELINQUENCY FOR TREASURY OFFSET PROGRAM
DISCUSSION:
A new delinquency field is added to the Claims Accounting and Restitution System (CARS). Individuals who are delinquent on repayment of a food stamp claim for six months may have the debt collected through the Treasury Offset Program (TOP). This includes, but is not limited to, intercepting income tax refunds, federal salary, federal retirement, military retirement, or other federal payments.

The system calculates the date of delinquency and populates the “DELINQUENCY” field on the OVCI (Display Claim Information), screen. No worker input is required.

Claims previously sent a notice of pending TOP referral (60 DAY NOTICE) display “CONV” in the Delinquency Field. The system calculates a date of delinquency and displays the date for claims not previously sent a 60-day notice. If the delinquency field is blank, the claim is not considered delinquent for TOP purposes.

Make a note on the OVNA (Note Add) screen of all inquiries regarding TOP and refer the caller to the Claims and Restitution Unit at 573-751-3004.
