SUBJECT: 
TEMPORARY ASSISTANCE CONVERSION INTO FAMIS RELATIONSHIP ISSUES 
DISCUSSION: 
This memorandum is the second in the series of memorandums to assist staff in preparation for automated conversion of Temporary Assistance cases into FAMIS. It will focus on relationship issues. 

Currently in FAMIS the relationships of household members are captured on the RELINFO (FM0F) screen. This relationship eligibility criteria is extremely important in the Temporary Assistance Program. Because of this fact the relationships in FAMIS must be reviewed. It will be necessary for staff to review the relationships of family members in FAMIS whenever there is a corresponding Temporary Assistance case in Legacy. If staff do not review the relationships and the relationships are not valid according to 0205.025.00 Relationship Of Payee To Child when the case is converted to FAMIS it will fail and send an FA-510 Adverse Action Notice to either reduce the benefits or to discontinue them. FAMIS has been programmed to fail relationships that do not meet Temporary Assistance criteria. 

EXAMPLE #1 

  • In Legacy Mary Brown is a closed payee with Charles Brown and Lucy Brown being the only cash eligible persons. 
  • In FAMIS this relationship was entered by the worker during a food stamp application as: 
    • Mary Brown is listed as a non-related person to Charles Brown and grandmother to Lucy Brown. 
    • Charles Brown is listed as a non-related person to Mary Brown and brother to Lucy Brown. 
    • Lucy Brown is listed as a granddaughter to Mary Brown and sister to Charles Brown. 
This case will fail on relationships as Charles is listed as a non-related person even though staff probably meant to enter Charles Brown as a grandson to Mary Brown and brother to Lucy Brown. 

EXAMPLE #2 

  • In Legacy Ethel Mertz has an active Temporary Assistance case as the head of household with Lucy Arnez as the only active child. This case is an Unrelated Guardian (URG) case as Ethel Mertz has no family relationship but has legal guardianship of Lucy Arnez. 
  • In FAMIS this relationship was entered by the worker as Ethel Mertz is a non-related person to Lucy Arnez and Lucy Arnez is listed as a non-related person to Ethel Mertz. There is no legal relationship entered. 
This case will fail on relationships as there is no family relationship and no legal relationship has been entered. 

Staff will need to begin reviewing these relationships in FAMIS whenever the Food Stamp case is recertifying, the Temporary Assistance case is due for a reinvestigation, or whenever there are any interim changes in the case. 

 
NECESSARY ACTION: 
  • Review this memorandum with appropriate staff. 
  • Immediately begin reviewing relationships in FAMIS whenever there is a corresponding Temporary Assistance case in Legacy.
