SUBJECT:
ENDING OR DELETING METP SANCTIONS
DISCUSSION:
Effective immediately, food stamp METP (code MTP) sanctions will no longer be deleted by the system. Prior to this change FAMIS deleted only the sanctions for those individuals who were re-referred to the Division of Workforce Development(DWD) using work assessment code 25. The worker must delete or end sanctions for individuals who comply but whose work assessment code remains 22. This change makes the action required by the worker when an individual complies consistent.

When an individual who is being sanctioned complies with DWD, a reminder is sent to the worker. The reminder states "Check Status Employment Assessment CO." An additional line states "Individual Complied with DWD." Immediate action is required to prevent adverse action from being taken against an individual who is in compliance with the Division of Workforce Development (DWD).

At the same time the reminder is sent to the worker, the individual's work assessment status is systematically changed to MAN and code "C" is entered in the Good Cause field on the Employment Assessment (FMMS) screen.

Action Required

Upon receipt of a reminder, immediately determine if a sanction has been created. Sanctions are created at the same time the FA-510 Adverse Action notice is created. If the sanction is created, determine if the compliance occurred before or after the expiration of the adverse action. Look at the Employment Assessment (FMMS) screen which displays the date the last work assessment code was created for each EU member. Use the date the work assessment status is changed to MAN and Good Cause code 'C' is entered as the compliance date. If compliance with DWD occurred before the expiration of the adverse action:

If compliance with DWD occurred after the expiration of the adverse action, go to the Sanction Disqualification (FMAM) screen and end the sanction. Refer to the Updating/Ending a Sanction or Disqualification user guide. If the EU remains active, complete an eligibility determination (EDRES) to add the individual to the EU.

If the individual is still in conciliation, there is no sanction. No further action is required. The conciliation and sanctioning process ends.

Viewing Work Assessment History

To view an EU member's work assessment history, go to the Employment Assessment (FMMS) screen. Tab to the DCN field and type or prompt for the DCN belonging to the individual for whom history is sought. Press enter. All employment assessment codes and the dates the codes were entered appear for the individual.

To determine who updated the code on a specific date, tab to the line for that code and date and press F17=AUDIT. The audit information which includes the user ID, date, and

time created appears at the bottom of the screen. System updated codes show user ID FAMIT017.
