The Food Stamp Manual sections 1115.035.05, 1130.035.05, and 1150.015.00 are
revised. The reasons for the revisions are listed below.

1115.035.05 Earned and Standard Income Deductions
– The revision includes removing “sick pay” from the last sentence of the
Earned Income Deduction paragraph. Sick pay from an employer is earned income
as long as the individual is still employed and is going to go back to work
when well.

1130.035.05 Categorically Eligible EUs
– The revision is to clarify the correct categorical eligibility policy
regarding individuals receiving Temporary Assistance. The entire EU must
receive Temporary Assistance, SSI, SAB, SP, GR, or a combination of these
incomes to be considered categorically eligible. Refer to
Memorandum IM-#192,
dated October 23, 2001.

1150.015.00 Returned Coupons
– The revision is to remove policy regarding the exchange of food stamp
coupons for
benefits added to the EBT card. If an individual has food stamp coupons in
their possession they may return the coupons to the Family Support Division.
However, they will not receive food stamp benefits on an EBT card. If they
choose to use the coupons, they can find a store that still accepts the coupons
and use them there.
