CATEGORICAL ELIGIBILITY WITH FAMIS
TEMPORARY ASSISTANCE IMPLEMENTATION
DISCUSSION:
Memorandum IM-#30, dated March 31, 2004, advises staff that a reminder is set to check the categorical eligibility (CE) code when a Child Care determination is run and the CE code may/may not match.

Effective with the implementation of Temporary Assistance into FAMIS, the same review process will occur when a Temporary Assistance determination is run. This process will not occur until the Temporary Assistance case is completely converted to FAMIS.

A reminder “CHECK CE CODE FOR FOOD STAMP ELIGIBILITY” is generated when any of the following occur.

  • The Temporary Assistance or Child Care EU closes/expires and there is an active food stamp EU with categorical eligibility due to receipt of Temporary Assistance or Child Care.
  • The Temporary Assistance or Child Care EU is approved and there is an active food stamp EU without categorical eligibility due to receipt of Temporary Assistance or Child Care.
  • The Temporary Assistance or Child Care EU is active and the food stamp eligibility is approved without entering categorical eligibility due to receipt of Temporary Assistance or Child Care.

If all members of the EU are coded CE for any reason, the reminder will not be generated. If one or more members are not coded CE, the reminder is generated. To view reminders in FAMIS, type “ALREMIND” or “FM7M” on the command line and press enter. The Alert/Reminder (FM7M) screen displays. To filter for reminders type “R” in the Alert/Reminder (A/R) field and press enter. The reminders are displayed.

When this reminder is received, review the CE codes on the Categorically Eligible (FMMK) screen and update if necessary. To view CE codes, select the reminder and press F=15 REVIEW. The Categorically Eligible screen displays CE codes for all members of the EU.

  • Enter “TAP” code for each member of the EU receiving Temporary Assistance, unless a member of the EU receives Child Care assistance.
  • Enter “CHC” code for all individuals if a member of the EU receives child care assistance.

If a change is made in the CE codes entered in the system, complete an eligibility determination by typing “EDRES” on the command line and pressing enter. Complete the authorization process.

For simplified reporting EUs, act on the change to the food stamp EU, including the change in categorical eligibility, if

  • there is a change in Child Care expenses,
  • there is a change in the Temporary Assistance grant. If there is insufficient information to determine the effect on the food stamp EU, follow procedures in manual section 1140.005.20.05.
 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Review the FMMK screen when the reminder “CHECK CE CODE FOR FOOD STAMP ELIGIBILITY” is received. Complete an eligibility determination if categorical eligibility is added or changed.
