DISCUSSION:

The food stamp policy regarding dependent care expenses is revised, after the case reading activity conducted by the Rushmore Group identified this policy as error prone.

Effective immediately, budget dependent care expenses that are incurred or billed instead of actually being paid. The expense is allowed as a deduction in the month the expense is billed or becomes due regardless of when or if the EU intends to pay the expense.

If the EU is subject to simplified reporting and a change is reported that causes a change to the Child Care case and causes the expense to change on the food stamp case, act on the change to the expense and what caused the expense to change.

Example: Ms. D reports her income increased due to a raise. Her Child Care case is adjusted and her sliding fee is increased. Her food stamp case is adjusted to include the change in the sliding fee.

The Food Stamp Manual sections 1115.035.10 - 1115.035.10.10 and 1140.005.20.50 are revised.
