SUBJECT:

TEMPORARY ASSISTANCE IMPLEMENTATION IN FAMIS AND VOLUNTARY JOB QUIT

DISCUSSION:

Upon implementation of Temporary Assistance into FAMIS, the job quit question on the Job Quit/Work Reduction (FMMT) screen is applicable for both Temporary Assistance and food stamps. The question on the Job Quit Detail (FMMN) screen is changed by adding the statement “For Temporary Assistance, only consider the last 30 days.” Enter information for the most recent job quit.

Continue to evaluate job quit for food stamps for the last 60 days. If an EU member voluntarily quit a job and does not meet a work registration exemption or have good cause, enter a sanction. From the Job Quit Detail (FMMN) screen, press F13=SANDISQ to go to the Sanction/Disqualification (FMAM) screen. Enter the sanction following instructions outlined in the Entering a Sanction or Disqualification user guide.

If a one parent Temporary Assistance/Food Stamp applicant quit a job within 60 days from the date of application, the answer to the job quit question is yes. When the answer is yes, go to the Job Quit Detail (FMMN) screen. Enter a Y for the EU member who voluntarily quit a job. Since Temporary Assistance applicants and recipients are exempt from food stamp work registration, (refer to FS Manual 1105.025.05.05), enter good cause code EFWR (exempt from work registration) for EU members applying for or receiving Temporary Assistance. Do not enter a job quit sanction.

Two Parent Temporary Assistance Job Quit Applicant

When a two parent Temporary Assistance/food stamp EU making application has an EU member who quit a job within the last 31 to 60 days, enter good cause code EFWR (exempt from work registration) on the Job Quit Detail (FMMN). Do not enter good cause code EFWR if the job quit occurred within 30 days prior to the date of application. Determine whether or not the individual meets a Temporary Assistance good cause reason. If so, type or prompt for the appropriate reason code. If the individual does not meet a good cause reason, press F13=SANDISQ to go to the Sanction/Disqualification (FMAM) screen. Enter a Temporary Assistance voluntary job quit (JQT) sanction following instructions outlined in the Entering a Sanction or Disqualification user guide.

Since Temporary Assistance two parent applicants who voluntarily quit a job without good cause within 30 days from the date of application are ineligible for Temporary Assistance, also determine whether or not the individual meets another work registration exemption or has good cause for food stamps. If not, enter a food stamp voluntary job quit (VJQ) sanction on the Sanction/Disqualification (FMAM) screen. The sanctioned individual is included (IC role) in the food stamp EU but, is not eligible for benefits.

Rejection of Temporary Assistance Application

If the Temporary Assistance application of an individual who voluntarily quit his/her job is subsequently rejected after the food stamp application is approved (food stamp active at the time of Temporary Assistance rejection), do not enter a food stamp job quit sanction. Go to the Employment Assessment (FMMS) screen and update the individual’s work assessment code to the most appropriate code. If the Temporary Assistance application is rejected while the food stamp application is pending, determine whether or not the EU member who voluntarily quit his/her job meets another work registration exemption (other than receiving Temporary Assistance) or had good cause. If so, do not enter a food stamp sanction. If the individual does not meet another work registration exemption or have good cause as defined by Food Stamp Policy, go to the Sanction/Disqualification (FMAM) screen and enter a food stamp voluntary job quit (VJQ) sanction. Complete an eligibility determination. The individual who quit a job without good cause is included in the food stamp EU (IC role) but is not eligible for food stamp benefits.

Job Quit Sanctioned Individual Applies for Temporary Assistance

If an individual who is currently sanctioned from food stamps for voluntary job quit makes application for Temporary Assistance, end the job quit sanction. Temporary Assistance applicants are exempt from work registration. Go to the Sanction/Disqualification (FMAM) screen and type or prompt for the reason “meets an exemption”. Tab to the compliance date field and enter the date of application for Temporary Assistance. Follow instructions outlined in the Updating/Ending a Sanction or Disqualification user guide.
