DISCUSSION:
The purpose of this memorandum is to:
- clarify the process for removing an Authorized Representative (AR) or Protective Payee (PP) from access to benefits of the Eligibility Unit (EU), or from having the ability to make an application on behalf of the EU, and
- update the FAMIS User Guide ADDING/UPDATING/ENDING AN AUTHORIZED REPRESENTATIVE/PROTECTIVE PAYEE.
Prior to ending a representative on the Representative (FMMP) screen in FAMIS, deactivate/cancel the EBT card for each representative in ebtEDGE.
When a representative is ended in FAMIS, that individual no longer has authorization to access benefits of the eligibility unit (EU). Ending the representative in FAMIS removes the person from the EBT account in ebt EDGE, but does not cancel the card. The card must be canceled on ebtEDGE the same day the representative is ended on the Representative (FMMP) screen.
The FAMIS User Guide ADDING/UPDATING/ENDING AN AUTHORIZED REPRESENTATIVE/PROTECTIVE PAYEE has been updated to:
- add references to ebtEDGE;
- clarify the process for adding, updating and ending an AR/PP;
- clarify the process for adding or updating an AR/PP whose Role or Type has changed;
- clarify the process for adding or updating an AR/PP who has been disqualified; and
- emphasize the need to deactivate/cancel the AR/PP's card in ebtEDGE prior to entering an end date in FAMIS.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Deactivate/Cancel the Authorized Representative or Protective Payee's Card in ebtEDGE prior to ending the authorization in FAMIS.
