ACTION REQUIRED FOR QUALITY CONTROL REVIEWS
DISCUSSION:
The purpose of this memorandum is to remind staff of the action required following Quality Control reviews. When a food stamp Quality Control (QC) review is completed, the Report of Food Stamp Quality Control Review (IM-210) is sent to the county via email. Take the following actions as soon as possible:
- Review the case to ensure you understand the error. If you do not understand it or disagree, contact the Food Stamp Program and Policy Unit.
- Discuss the error with the Eligibility Specialist.
- Resolve the error.
- Underissuance
Use the Worker Initiated Budget Calculation Area (WIBCA) to calculate and restore the underissuance. Refer to FAMIS User Guide WIBCA for assistance.
- Overissuance
The overpayment discovery is entered into the Claims Accounting and Restitution System (CARS) by the QC Analyst. Determine the total amount of the overpayment using WIBCA. Establish the claim by completing the controlled flow in CARS. Refer to CARS User Guide REGISTERING A DISCOVERY CLAIM REFERRAL AND ESTABLISHING A CLAIM for assistance.
- Invalid Rejection or Invalid Closing
Review the action to ensure benefits are issued as required by the QC finding. This may require a cancel rejection, cancel closing, registering a new application, and/or restoring benefits.
- Underissuance
The Food Stamp Program and Policy Unit is monitoring the Quality Control errors to ensure the claims and restorations are completed in a timely manner.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Review each IM-210 to determine if further action is necessary. Take action to correct the error for an underissuance, overissuance, invalid rejection, or invalid closing as soon as possible.
