SUBJECT: | CHANGES TO EMPLOYMENT ASSESSMENT SCREEN |
DISCUSSION:
Effective August 26, 2007, the following changes are made to the Employment Assessment (FMMS) screen in FAMIS to alert staff that an EU member has a food stamp MTP sanction:
- current code 22 with status MNC displays in the controlled flow; and
- code 25 with status MNC cannot be entered if there is no history of code 22, status MNC.
Code 22 MNC Displays in Controlled Flow
When the last code entered for an EU member is 22 MNC, the 22 MNC displays on the Employment Assessment (FMMS) screen in the controlled flow. This alerts the eligibility specialist that the individual is in non-compliance with the Missouri Employment and Training Program (METP).
Discuss with the EU whether or not the individual meets a work registration exemption or exclusion. If the non-complying member meets a work registration exemption or exclusion, add the appropriate work registration code and status.
If the non-complying EU member does not meet a work registration exemption or exclusion, discuss re-referring the individual to the Division of Workforce Development (DWD) to cure or end the sanction.
-
If the non-complying EU member does not wish to comply, leave the work assessment code 22 MNC.
- If the non-complying EU member wishes to comply, add work assessment code 25 and leave the status MNC. Complete an IM-311. Mail or give the form to the applicant and instruct him/her that the non-complying EU member must take the form to the DWD office.
The application pends for compliance with METP.
Also effective with the above changes, the entry of code 25 and status MNC on the Employment Assessment (FMMS) screen are not allowed when there is no prior referral and failure to comply with DWD. The message, “Initial referral not found” appears when code 25 and status MNC is entered and there is no history of code 22 and status MNC.
Sanction Information Displayed
FAMIS currently displays sanction information for sanctioned EU members on the:
-
Application Detail (FM13) screen, which displays a Y in the San/Disq field before update, and
- Select Interface (FMK0) screen, which displays source DWD for the sanctioned individual. Select the DWD source and press F6=DETAILS to view the DWD Detail (FMK7) screen.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
