SUBJECT: | VETERANS EDUCATIONAL ASSISTANCE PAYMENTS IN FAMIS FOR FAMILY MEDICAL ASSISTANCE AND TEMPORARY ASSISTANCE PROGRAMS |
DISCUSSION:
Effective immediately, system changes are made to FAMIS to include veterans education assistance payments, income code VE (Education Income of Vet's Education Assist (Not CC Compensation)), on both Temporary Assistance and Family Medical Assistance budgets. This is in accordance with the Temporary Assistance Manual Section 0210.015.35.50 Other Income which states that only the portion of a veteran's educational assistance payment actually used for items such as tuition, books, fees, equipment, transportation for school purposes, and child care services necessary for school attendance are excluded from income. The FAMIS Income Code Chart has been updated to show that this income is included for both Temporary Assistance and Family Medical Assistance Programs.
The veteran's educational assistance payment is entered as type 'ED' with source code 'VE' on the Income (FMX0) screen in FAMIS. On the Income Amount (FMX3) screen the eligibility specialist must enter the gross amount of the payment. Once this is entered on the Income Amount (FMX3) screen press F21=RETURN to return to the Income (FMX0) screen. Expenses from income will need to be entered on the Income Expense (FMX1) screen. This screen can be accessed from the Income (FMX0) screen by pressing F14=INCEXP. Expenses allowed for this income are:
- BM Books/Materials/Supplies (Student)
- CP Car Payment (Student)
- CR Car Repairs (Student)
- DC Dependent Care (Student)
- LM Loan Origination And Ins Premium (Student)
- MS Miscellaneous Expense Related To School
- TT Transportation To And From School
- TU Tuition And Fees
EXAMPLE: Misty Schell is receiving a veteran's educational assistance payment of $1200 per month. $300 of the payment is used for books; $500 is used for tuition; and $200 for miscellaneous expenses related to school. $1200 is entered as income on the Income Amount (FMX3) screen. The portion used for books, tuition, and miscellaneous expenses related to school is entered on the Income Expense (FMX1) screen using codes BM, TU, and MS. The total expenses are deducted from the gross income. After expenses $200 remains as countable income.
There is no change to how the income is budgeted for Food Stamps or Child Care in the FAMIS system.
