DISCUSSION:
At the suggestion of FSD Staff Council to assist staff in identifying the 30th day for processing an application for food stamp benefits, the Application Request (FM0G) screen has been changed, effective September 17, 2007. The field “30th Day (FS)” is added. The “30th Day (FS)” field is populated for initial and non-timely food stamp applications. The field is blank for timely re-certifications and other program applications.
The “30th Day (FS)” field alerts eligibility specialists of the timeframe to reject a non-timely or initial food stamp application. The action to reject the application is taken the first business day after the 30th day or the second business day after the 30th day, if the 30th day is on a holiday or weekend.
INITIAL/NON-TIMELY APP EXAMPLE: A non-timely or initial application for food stamps is made on September 25. The application due date is October 22 and the 30th day is October 25. The correct date to reject the application is October 26.
30TH DAY ON FRIDAY EXAMPLE: A non-timely or initial application for food stamps is made on September 19. The application due date is October 16 and the 30th day is Friday, October 19. The correct date to reject the application is Monday, October 22.
30TH DAY ON WEEKEND EXAMPLE: A non-timely or initial application for food stamps is made on September 27. The application due date is October 24 and the 30th day is Saturday, October 27. The EU is given an additional business day (Monday) to complete the interview/application process. The correct date to reject the application is Tuesday, October 31 (the second business day).
TIMELY APPL EXAMPLE: A timely re-application for food stamps is made on October 7. The application due date is October 31. The “30th Day” field is not populated.
Initial and non-timely applications are rejected when the following occur:
- EU fails to complete an interview;
- EU fails to provide requested verification; and
- EU fails to take another required action.
Below is an example of the enhanced Application Request (FM0G) screen.
The field “Postponed Ver Exists Supplied” has been changed to “Postponed Ver Exists Supld”.
