SUBJECT: | RESTORATION OF MO HEALTHNET COVERAGE TO CHILDREN WHO LOST COVERAGE FOLLOWING THE JULIA M VS. SCOTT ORDER OF INJUNCTIVE RELIEF |
DISCUSSION:
Income Maintenance Memorandum IM-67 July 24, 2007 described the Court Order for injunctive relief issued in the Julia M. vs Scott case. Some children inadvertently lost coverage that should have kept coverage due to the Court Order for injunctive relief. The children affected were those going from a non-premium to a premium level of care. Eligibility remained open if a premium payment was not received, but coverage may have ended. Participants whose child(ren) lost coverage (not eligibility) are receiving a Reinstatement Notification from MO HealthNet Division (see attached letter).
Participants are informed to send any paid bills during the indicated time period to MO HealthNet Division's Participant Services Unit, along with the Reinstatement Notification . Participants who have unpaid bills during the period indicated in the Reinstatement Notification must inform their providers to re-bill MO HealthNet.
Participants who lost coverage due to FSD eligibility determinations instead of non-payment of premiums are not eligible for coverage restoration.
MPNI Information
The MO HealthNet Division's Premium Inquiry Screen (MPNI) is updated to indicate coverage periods that were not paid by the participant but covered due to the Julia M Court Order for injunctive relief. The “Status” field on MPNI shows “INJC” for coverage periods mandated by the injunctive relief order.
