SUBJECT: OUTREACH TO PROMOTE MO HEALTHNET COVERAGE FOR CHILDREN AND ADULTS IN MISSOURI HOSPITALS

DISCUSSION:

Income Maintenance Memorandum IM-112 dated 11/28/07 outlined some of the outreach activities the Family Support Division (FSD) is currently involved in to promote MO HealthNet coverage for children. The memorandum discussed FQHC/RHC application assistance. The FSD has extended the application assistance to include Missouri hospitals.

Interested Missouri hospitals are entering into agreements with FSD to help individuals complete applications for MO HealthNet for Kids, Pregnant Women, Parents, and the Aged, Blind, and Disabled. As with the applications taken by the FQHC/RHCs, applications taken in Missouri hospitals that have signed an agreement with FSD will be forwarded to the local FSD office for completion of the eligibility determination, with the application date considered to be the date the application is completed at the hospital. Applications received from Missouri hospitals that have not signed an agreement will still use as the application date the date the application is received in the local FSD office.

In addition to the MO HealthNet for the Aged, Blind, and Disabled (MHABD) application (IM-1MA), Missouri hospitals are trained to help applicants complete the following forms: IM-61B, IM-60, IM-60A, IM-61, Authorization for Disclosure of Consumer/Medical/Health Information, and the IM-7 and IM-9 if needed.

NOTE: Only Missouri hospitals have an agreement to take MHABD applications. The agreement with FQHCs and RHCs do not include MHABD applications.

As outlined in IM-112 dated 11/28/07, the Family Healthcare applications taken by Missouri hospitals with a signed agreement must be entered into FAMIS and must show the application as received by the contracting agency on the Application Request (REQUEST or FM0G) screen by entering “CA” in the “How Recd” field and the contracted agency code on the Application Detail (FM17) screen.

NOTE: The Contracted Agency Code table (code table 0567) displays the corporate name or business name that many of the FQHCs and other medical facilities operate under, while some codes also note both the corporate name and the d.b.a. (doing business as) name of the actual physical facility. (Examples: Family Medicine Associates and its health centers in Buchanan County operate under the corporate name of Northwest Health Services listed on the code table, while Herman Area District Hospital is listed under its d.b.a. name of Associated Medical Arts.) Eligibility specialists will need to know the corporate name as well as the business name of the medical facility in order to process FAMIS applications correctly. The Contracted Agency Code table will only display medical facilities that have signed an agreement with FSD.

Local FSD staff must work with hospital staff to develop procedures for implementing the details of the agreement. Training will be provided for Missouri hospital staff to explain the eligibility requirements for the MO HealthNet programs and the application procedures.
