TEMPORARY ASSISTANCE HIGHWAY PATROL QUARTERLY MATCH

DISCUSSION:

The purpose of this memorandum is to introduce a new user guide for the quarterly Missouri State Highway Patrol (MSHP) match discussed in Income Maintenance memorandum IM -19 Temporary Assistance Drug Testing. The first quarterly match will occur July 1, 2013.

Participants who are age eighteen (18) or older, are the head of household, and are receiving Temporary Assistance (TA) benefits are submitted quarterly for a drug-related criminal records match with the Missouri State Highway Patrol (MSHP). This match searches law enforcement records for TA participants that have an arrest or conviction for a misdemeanor or felony drug offense in the previous 12 months.

Each time the MSHP finds a drug-related offense, FAMIS creates a MSHP referral on the Select Highway Patrol Match (HWYPAT/FMN9) screen. It is necessary to prompt out using F6=DETAILS to see the type of arrest or conviction captured on the HWY Patrol Match Detail (FMND) screen. FAMIS automatically sends a referral to the drug testing vendor. The automatic referral displays on the Select TA Drug Testing Referral (SELDTREF/FMN2) screen.

NOTE: There is no mechanism in place to notify staff of the participants being sent for drug testing due to a match with the MHSP.

Central office staff will receive a listing of all felony convictions, and will enter information on the Sanction/Disqualification (SANDISQ/FMAM) screen to initiate the disqualification for TA, and Food Stamps if the participant is currently receiving. Do not void this action without central office approval. Refer to Income Maintenance Manual section 0210.005.10  Individuals Excluded from the Temporary Assistance Eligibility Unit for TA, and section 1105.015.10.35 Disqualified for Felony Drug Conviction.

Local staff will be notified by county office email of each case where a felony drug conviction disqualification has been entered. Local staff must determine any overpayments and enter claims, or refer to the Program Integrity Unit for a claim as appropriate.
