DISCUSSION:
The purpose of this memo is to introduce an additional option to verify citizenship. Per the Child Citizenship Act of 2000, participants born outside of the United States are considered citizens if certain conditions are met on or after February 27, 2001:
- One of the person’s parents is a United States citizen (whether by birth or naturalization) and
- The person was legally residing in the U.S., in the custody of a citizen parent, while under the age of 18.
Explore citizenship verification under the Child Citizenship Act of 2000 if evidence indicates a participant meets the above conditions.
In the eligibility system, record details of the verification used to prove how each condition was met.
The Documents to Verify Citizenship section has been added to the December 1973 Requirements manual (1010.005.00) and updated in the MAGI manual (1805.020.05.05.)
