CHILD WELFARE MANUAL

Section 6, Chapter 19 (Background Checks), Subsection 5, – (Child Abuse and Neglect Registry in Missouri)

6.19.5.1 Child Abuse and Neglect Registry In Missouri

A review of internal child abuse and neglect records will be conducted for all adult household members. The date the screening was completed must be entered into FACES. All child abuse and neglect history must be reviewed by a supervisor prior to placement in an unlicensed home or the licensure or approval of an applicant.

6.19.5.2 Child Abuse and Neglect Registry Out-Of-State

The resource licensing worker will conduct child abuse and neglect background checks in every state where each household member 17 years of age and older has resided for the past five (5) years, per the Adam Walsh Child Protection and Safety Act. A website maintained by AdoptUSKids lists the contacts through which a worker can request a check of every state’s child abuse and neglect registry. The list includes contact names, addresses, phone numbers, and email addresses. It also includes specific forms if required and indicates if the state requires a fee.  Department Vendor Numbers for those states that charge a fee are listed on the Other State Child Abuse Registry (OSCAR) list located in the Resource Development – Childrens Division (mo.gov) section of the Children’s Division Intranet homepage.
