Individuals regularly participating in a drug and alcohol treatment program on a residential basis may use Food Stamp benefits to purchase food prepared for them, and for their children who reside with them at the facility, during the course of the treatment program.
For residents of a drug and alcohol treatment center (DATC) to receive Food Stamp benefits, the facility must be:
- approved by FNS as a Food Stamp retailer, or
- be tax exempt and certified by the Department of Mental Health as:
- receiving funds in Missouri under part B of Title XIX of the Public Health Service Act; or
- eligible to receive funding under part B of Title XIX even if no funds are being received; or
- operating to further the purposes of part B of Title XIX to provide treatment and rehabilitation of drug addicts and/or alcoholics.
NOTE: State licensure is not required. The Department of Mental Health must determine that the DATC meets the above criteria.

If a DATC cannot be found in the provider directory, advise the DATC to contact the Department of Mental Health, Division of Alcohol and Drug Abuse, Provider Certification, to make a determination as to whether or not the facility is operating to further the purpose of part B of Title XIX to provide treatment and rehabilitation of drug addicts and/or alcoholics. The facility may also be advised to contact the FNS office serving their county if they want to apply to be authorized as a retailer.
If the DATC does not meet one of the criteria above, reject the application using action WIRJ with reason ineligible living arrangement (ILA). Refer to the Worker Initiated Rejection user guide for instructions.
When clearing the address of the DATC, use living arrangement code DA. This living arrangement code allows multiple supercases at the same address and tells FAMIS to split the issuance into 2 allotments. Enter the DATC address as the supercase/residential address. If the individual has a mailing address, other than the center’s address, enter the mailing address on the Person Detail (FM0l) screen for the individual.
