SUBJECT: | RESIDENTS IN DRUG AND ALCOHOL TREATMENT CENTERS AND HOMELESS SHELTERS FOOD STAMP MANUAL REVISION #3 |
DISCUSSION:
The purpose of this memorandum is to discuss the change and clarification in the following policies:
-
the minimum time period for residency in a drug and alcohol treatment center (DATC) is removed, and
- homeless shelters, which are not approved by Food and Nutrition Service (FNS) can have residents who are eligible for Food Stamp benefits.
Residency Requirement for Drug and Alcohol Treatment Centers (DATC)
Effective immediately there is no required time period for residency in a DATC in order to be eligible for Food Stamp benefits.
An individual who regularly participates and resides in a DATC program may receive Food Stamp benefits when entering the program or may be determined eligible while participating in the program. Follow the instructions outlined in the Food Stamp Manual section 1135.005.15 Residents in Drug and Alcohol Treatment Centers to determine if the drug and alcohol treatment program meets the criteria to be an approved facility.
The Food Stamp Manual section 1135.005.15.05 Eligibility Determination is revised to include these changes in policy.
Homeless Shelters Not Approved to Accept Food Stamp Benefits
An individual residing in a homeless shelter can receive Food Stamp benefits even if the shelter is not approved by the Food and Nutrition Service (FNS). However, they cannot use the benefits to purchase meals from the shelter unless the shelter has been approved by FNS.
The Food Stamp Manual section 1135.005.30 Homeless Meal Providers is revised to include this clarification in policy. FAMIS process is added for an individual who does not stay in a shelter and has no permanent address.
