Policy in the Food Stamp Manual regarding
non-timely reapplications that are delayed due to the EU's failure to comply
is incorrect. FAMIS supports the policy in the Food Stamp Manual.
The Food Stamp Program and Policy Unit and FAMIS staff are working on revising
the policy and getting the programming changed. Until the revisions
and programming changes are made in the next few months, follow the policy
and procedures outlined below.
Failure to Provide Outstanding Verification
If the EU has not provided outstanding
verification by the 30th day, FAMIS generates a notice advising the EU
what to provide by the 60th day. The worker updates the Delay Code
field on the Application Request screen (FM0G) to client delay.
When the EU provides the outstanding verification
during the second thirty days, the EU is entitled to benefits prorated
from the date the verification was provided. FAMIS rejects the application
for the first month of the certification due to client delay. To
issue supplemental benefits for the first month, take the following actions:

On the Worker Initiated Budget Calculation
Area (FMXN) screen, complete a budget for supplemental benefits.
Enter the date the required action was taken as the Prorate Date and the
rest of the EU's circumstances on this screen. Refer to WIBCA - CALCULATING
A FS CLAIM OR FS RESTORED BENEFITS user guide for instructions. The
supplemental benefits process is similar to the restored benefits process.

FAMIS determines how many food stamp benefits
the EU was entitled to receive for the month and enters this amount in
the Monthly Issuance field on the WIBCA Budget (FMXP) screen. FAMIS
enters the amount of food stamp benefits already issued for that month
in the Total Issued for Month field. In this situation, it is zero.

If the EU is entitled to additional benefits,
the amount is entered in the Supplement Amount field and the message "Press
F23 to authorize issuance of Supplemental Amount" appears. Press
F23 to authorize the benefits. The message "Authorization complete
and payment Created" appears.

If the EU is not entitled to benefits, the
message "Based on entered data, EU not eligible for additional benefits"
appears.
EXAMPLE: Ms. A reapplied for food
stamp benefits on July 17, 2003 for August 2003. She did not provide
verification of her income in the first 30 days following her application.
The worker entered a client delay on the 31st day. Ms. A provided
the verification on August 25, 2003. The worker completes the application
and FAMIS determines Ms. A is eligible for benefits beginning September
2003. To issue benefits for August, the worker completes a WIBCA
budget using August 25 as the Prorate Date. FAMIS determines Ms.
A is eligible for benefits from August 25 to the end of the month.
Failure to Appear for an Interview
If the EU did not appear for an interview,
the worker rejects the application after the 30th day. If the EU
appears for an interview within 30 days from the end of the certification,
the EU is entitled to benefits prorated from the date the EU is interviewed.
To register the application and issue benefits, take the following actions:

Register the application using the date the
EU appeared for the interview.

Complete the interview/controlled flow and
authorize benefits from the date of application.
A memorandum outlining the revised policy
will be issued as soon as the programming is complete. |
