FOOD STAMP POLICY FOR IMMIGRANTS
DISCUSSION:
Effective October 6, 2003 the following changes are made to the Non Citizen Information (FMML) screen in FAMIS:
  • the status code MCR (Micronesians) is added, and
  • the date of entry is not required for status code DTD (Declined to Declare), NOC (Did not agree to Sponsor Contact), and NOD (No Documentation). 
Micronesians

Micronesians have free association with the United States, meaning they are allowed to enter and leave the US at will.  Micronesians are not eligible to receive food stamp benefits.  Micronesians can apply for immigrant status with the Bureau of Citizenship and Immigration Services (formerly Immigration and Naturalization Service).  If a Micronesian applies for and is given a qualified immigrant status, s/he may be eligible for food stamp benefits if s/he meets the eligible criteria.  Use the new status on FMML. 

Enter appropriate codes in the status, status begin date, and verification fields for Micronesians.  Client statement is acceptable verification. 

The Food Stamp Manual is being revised to include this policy and FAMIS procedures.  When  the revision is complete, it will be available online.

 No Date of Entry Required

 Do not ask the immigrant to provide the date of entry into the United States if s/he: 

  • chooses not to declare status,
  • does not consent to a sponsor contact, or
  • has no documentation.
When entering status codes DTD (Declined to Declare), NOC (Did not agree to Sponsor Contact), or NOD (No Documentation), complete the following fields on the Non-Citizen Information (FMML) screen:
  • Status,
  • Status Begin date as current date, and
  • Verification as CS (Client Statement).
No entry is required in Date of Entry or Document Type fields.
