The purpose of this memorandum is to clarify
how to issue EBT cards to participants whose case/card was deleted from
the Administrative Terminal. Refer to Memorandum
IM-157 dated 11/26/2002 for information regarding the case/card delete.
Case Deleted
If a case was deleted from the Administrative
Terminal, it was also deleted from EBTU and a new card is not issued until
a food stamp or Temporary Assistance payment is created. EBTU automatically
enters the required information and holds the information until the payment
is created. No further action is required by the worker.
Participants whose case was deleted may
be identified by the following:

The EBTU fields "CARD MAILED", "PIN ISSUED",
and "DATE SENT" display "N", and
-
The Administrative Terminal displays the message
"Case Retrieve was not successful. Case Not Found." when a search
is performed.
A new PIN is mailed to the participant.
The participant may call the eFunds customer service number on the back
of the card to obtain a new PIN if s/he has received the card and does
not wish to wait for the PIN mailer.
Card Deleted
As stated in Memorandum IM-157, the case/card
delete process takes a number of days. Also, some cards were canceled
in October 2001 (see Email
Memorandum IM-158 dated 12/04/2001). The card may show as deleted
or canceled but the EBT case may still be active.
These cases may be identified by the following:

the EBTU fields "CARD MAILED", "PIN ISSUED",
and "DATE SENT" are populated with "Y",
-
the "CARD MAILED" field may or may not display
a date,
-
the "DATE SENT" field displays the last date
that an EBT record was sent, and
-
the Administrative Terminal displays the case
but no card number, or the card is shown as "Deactivated/Canceled" on the
Card screen.
These cards must be reissued through EBTU
following normal procedures:

Type C in the "ACTION" field.

Type Y in the "REISSUE CARD" field.

Press enter. EBTU displays the message
"WARNING! CURRENT CARD HAS TO BE CANCELED ON ADM TERMINAL BEFORE
REISSUING CARD".

Press enter again. EBTU sends the new
card request to the EBT contractor overnight.

Check the Administrative Terminal the following
business day to assure that a new card was issued.
As with any other card reissued through EBTU,
a new PIN is not mailed. The participant must call the eFunds customer
service number on the back of the card to obtain a new PIN if the old PIN
has been forgotten. |
