MASS ADJUSTMENT OF FOOD STAMP EUS WITH GENERAL RELIEF INCOME |

Effective February 1, 2003, the maximum
General Relief (GR) cash grant is reduced to $9 per month for each eligible
individual. On February 15, 2003, a food stamp mass adjustment is
being done for all food stamp EUs with GR income.
Prior to the mass adjustment, enter the new GR amount when processing EUs in the Legacy system or FAMIS. During the mass adjustment the systems will check the current GR amount and will take no action if the amount is correct. Active Cases During the mass adjustment active food stamp EUs with GR income in FAMIS or the Legacy system are adjusted for March, 2003. The GR grant amount is adjusted and supplemental benefits are issued for February 2003, if eligible. In Legacy the case action will be 07 with reason 66, and the GR income, net income and new allotment will be updated. EUs on the Manual Conversion List (MCL) in FAMIS The program to adjust the GR grants and the food stamp benefits will run after the regular programs on February 14, 2003. Cases on the MCL that can be converted will be converted before the GR adjustment. If an active EU is converted and removed from the MCL, FAMIS will adjust the GR grant and the food stamp benefits. If a case is not converted, or is placed back onto the MCL for another reason, Legacy will adjust the GR grant and food stamp benefits. EUs in the controlled flow in FAMIS If an EU with existing GR income is in the controlled flow, the GR amount is updated, and the Auth Status is set to RTA (Ready to Authorize) during the mass adjustment. These EUs remain in the controlled flow and the food stamp benefit amount is not adjusted by FAMIS during the mass adjustment. EUs in the controlled flow include:
Other actions in FAMIS Eligibility determinations completed in FAMIS on February 14, 2003, are processed with changes to the General Relief grant. The GR grant change is considered verified upon receipt. Therefore, if the GR income is updated by the mass adjustment, simplified reporting EUs with disregarded actions will take action on the cumulative changes. This may result in an adverse action notice. If a FAMIS EU becomes a simplified reporting case during the mass adjustment, and the certification shortens, an adverse action is sent to the EU to shorten the certification. The adjustment to the food stamp benefits is completed and the adjustment notice is sent to the EU when the adverse action expires. If FAMIS cannot determine the action to be taken, the Auth status will be RTA and the Authorization Restriction on the Select Authorization (FM3G) screen may be Insufficient Data or Insuf Income Data. This may be caused by GR income that has been entered as zero instead of ending the income source. The authorization restriction must be resolved before the eligibility determination can be completed. A listing of these cases will be sent to the county office. Notices A notice will be sent to all active EUs with GR income in the LEGACY system notifying them that their food stamp benefits may change. A copy of the notice is attached. FAMIS sends an adjustment notice (FA-150) to EUs with GR income updated during the mass adjustment. The notice informs the EU that there is a change in the food stamp benefits and the amount of the change, or that there is no change to food stamp benefits. Reports Reports will be generated from Legacy and FAMIS of active food stamp EUs with GR income that did not adjust the GR income. These will include cases with GR income that has ended which is still being budgeted on the food stamp case. These reports will be sent to the county office. The Legacy report is titled "FOOD STAMP CASES WITH GR NOT MATCHED TO IM", and the FAMIS report is titled "FAMIS EUs WITH GR INCOME NOT MATCHED TO IM". Review each case to determine if the EU is eligible for additional benefits for February and if an adjustment is required for March. In FAMIS, update GR income through the Select Income (FMX2) screen. FAMIS will issue supplemental benefits, if eligible, and will begin adverse action notice if necessary. In the Legacy system, complete a budget on the FBCA screen and issue supplemental benefits on the FISU screen, if eligible. Send an adverse action notice, if necessary, to reduce benefits. A report will be generated from FAMIS of
cases in RTA status due to the adjustment of the GR income. This
report will be sent to the county office. Review each case and resolve
the issues as soon as possible. These will include cases in the controlled
flow, and cases with insufficient data to complete the adjustment.
This report is titled "FAMIS ELIGIBILITY UNITS SET TO RTA STATUS REQUIRING
REVIEW".
