RESPITE CARE POLICY FOR THE GRANDPARENTS AS FOSTER PARENTS PROGRAM (GAFP); TEMPORARY ASSISTANCE/CASE MANAGEMENT MANUAL REVISION #15
DISCUSSION:
The purpose of this memorandum is to clarify the policy of respite care in the Grandparent As Foster Parents (GAFP) program.

Grandparents at least age 50 who attend Foster Parent Training are eligible to receive reimbursement of respite care expenses.  Each child in the GAFP household is eligible for 12 units of respite care per year.  A unit of respite care is a minimum of 12 hours and a maximum of 24 hours. 

Example:  Mr. B receives GAFP on his four grandchildren.  He attended the required training six months ago and is now requesting reimbursement for respite care.  Mr. B has turned in the respite tracking sheet staff provided him with the required signatures.  The tracking sheet shows Mr. B dropped the children off at the respite provider at 12:00 noon on Monday and picked them up at 12:00 noon on Sunday.

This example calculates the four (4) children using 6 units of respite care each for a total of 24 units of respite care.  The maximum reimbursement for this case would be $480.  6 units of respite care x 4 children in the GAFP household = 24 units of respite care x $20 per unit = $480.   Mr. B still has 6 units of respite care for each child that may be used.

NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • File the revised manual pages in the Temporary Assistance/Case Management Manual.
