FOOD STAMP SAB AND BP ADJUSTMENT
DISCUSSION:
The Supplemental Aid to the Blind (SAB) and Blind Pension (BP) grants increase effective July 1, 2003.  Before the monthly payroll is run on July 25, 2003, a food stamp mass adjustment is being done for all active food stamp eligibility units (EUs) with SAB/BP income.

Prior to the mass adjustment, when taking another action on an EU, adjust the SAB/BP grant for August 2003.  For cases approved after July 25, 2003, budget the new grant amount.

During the mass adjustment the SAB/BP income is updated in FAMIS and Legacy.  An adjustment of August 2003 food stamp benefits is completed based upon the new SAB/BP grant amount.

Legacy

In Legacy the case action is 07 with reason 66, and the SAB/BP income, EU net income, and food stamp benefits are adjusted.  These updates are displayed on FCAS and FPAR.

EUs on the Manual Conversion List (MCL) in FAMIS

The adjustment of SAB/BP grants will run before the regular batch process is complete on July 25, 2003.  Cases on the MCL will not be converted before the mass adjustment.  Legacy adjusts the grant and calculates the food stamp benefits.  After the mass adjustment the manual conversion list is being run.

EUs in the controlled flow in FAMIS

If an EU with existing SAB/BP income is in the controlled flow, the new grant amount is updated during the mass adjustment.  These EUs remain in the controlled flow and the food stamp benefit amount is not adjusted by FAMIS during the mass adjustment.  EUs in the controlled flow include:

  • EUs in the application controlled flow,
  • EUs converted and placed into the controlled flow, and
  • EUs in an interrupted controlled flow.
When completing the controlled flow in FAMIS, review the SAB/BP income and enter the correct amount if not adjusted by the mass adjustment.

Other actions in FAMIS

Eligibility determinations completed in FAMIS on July 25, 2003, should have the new SAB/BP grant amount entered.  If the income is not updated by the worker, the system updates the SAB/BP grant amount during the mass adjustment.

The change in the SAB/BP grant is considered verified upon receipt.  All disregarded actions during the certification period will be taken if the grant is adjusted during the mass adjustment.

No adverse action notices are sent as a result of the mass adjustment.

Notices

If there is a change in food stamp benefits, a notice is sent to the EU.  FAMIS EUs receive a FA-150 adjustment notice.  If the food stamp benefits do not change, no notice is sent.

Following is the sample notice sent to Legacy EUs if the food stamp benefits change:

FOOD STAMP ADJUSTMENT NOTICE


Effective July 2003, your household will receive an increase in Supplemental Aid to the Blind or Blind Pension cash grant. The increase in the cash grant may decrease your food stamp benefits for August 2003.

You have a right to a fair hearing about this reduction in your food stamp benefits.  If you feel the reduction is wrong, you may ask that your benefits be reinstated until the hearing is held.  However, if the hearing is not in your favor, you will have to repay the amount of the food stamp benefits you received while the hearing was pending.  To request a hearing, contact your local Division of Family Services office within 10 days of this notice.

FOOD STAMP CLOSING NOTICE


Effective July 2003, your household will receive an increase in Supplemental Aid to the Blind or Blind Pension cash grant.  The increase in the cash grant caused your income to exceed the maximum income limit for food stamp eligibility. Your food stamp case is closed effective July 31, 2003.

You have a right to a fair hearing about the closing of your food stamp case. If you feel the closing is wrong, you may ask that your food stamp case be reopened until the hearing is held. However, if the hearing is not in your favor, you will have to repay the amount of food stamp benefits you received while the hearing was pending. To request a hearing, contact your local Division of Family Services office within 10 days of this notice.

Reports

FAMIS EUs with SAB/BP income that do not adjust will appear in the Managed Reporting system under "SAB/BP cases that did not adjust".

County offices will receive a listing of EUs that did not adjust in Legacy.

Review each case on the listings and resolve the issues as soon as possible.

NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Review the reports and take action, if needed.
  • Review and adjust the SAB/BP income for EUs converted from the MCL or in the controlled flow.
