SUBJECT: 
FOOD STAMP ELIGIBILITY UNITS LIVING OUT-OF-STATE AND EMPLOYMENT AND TRAINING
DISCUSSION: 
Due to simplified reporting a number of food stamp eligibility units (EUs) move out-of-state and continue receiving food stamp benefits from the state of Missouri.  Evaluate the work assessment code for all EU members when changing an EU's address to an out-of-state address.

All mandatory work registrants (work assessment code 22) are subject to call-in and possible sanctioning if they fail to respond to call-in.  It is necessary to determine whether or not the EU is more than two hours from a Division of Workforce Development (DWD) office when they move out-of-state.  When a mandatory work registrant who no longer resides in Missouri lives more than two hours from a Missouri DWD office, change the EU member's work assessment code to code 08 if s/he meets no other work assessment exemption or exclusion.  Changing the work assessment code to an exemption or exclusion will prevent the person from being called in by DWD.

NECESSARY ACTION: 
  • Review this memorandum with all appropriate staff.
  • Always review the work assessment code assigned to EU members when the EU moves out-of-state and remains an active Food Stamp EU in Missouri.
