CARS DEMAND LETTER CARS-3 (OTSTAT)
DISCUSSION:
When an individual moves to Missouri and has a claim with an outstanding balance in another state, the balance of the overpayment may be accepted by Missouri for collection. If the claim is accepted, the Claims and Restitution staff enter the overpayment into the Claims Accounting and Restitution System (CARS).
The Out State Demand Letter (CARS-3 OTSTAT) is generated, informing the debtor(s) that Missouri has accepted the debt for collection. Because the debtor(s) received original notice and hearing rights at the time the debt was established in the other state, no hearings rights are offered in Missouri.
If the debtor requests a hearing on establishment of the claim, accept the hearing request. Submit a copy of the CARS-3 (OTSTAT) with the hearing request and an IOC to the Hearings Unit stating the individual received hearing rights with the original claim. The Hearings Officer will decide whether to hold the hearing. To obtain a copy of the CARS-3 (OTSTAT) contact the Food Stamp Program and Policy Unit at (573)751-3178.
